Accra Agenda for Action (AAA)
What is the Accra Agenda for Action?
The Accra Agenda for Action (AAA) is an international agreement that aims to highlight the need for specific reforms in the aid sector to achieve improved aid effectiveness. The AAA resulted from the Accra Third High Level Forum on Aid Effectiveness (24 September 2008) and is designed to complement the implementation of the Paris Declaration on Aid Effectiveness (see ACFID information sheet on the Paris Declaration), signed in March 2005.
What are the key commitments under the Accra Agenda for Action?
While acknowledging that improvements have been made since the signing of the Paris Declaration on Aid Effectiveness, the AAA highlights three key areas where progress is required to ensure continued improvements in aid reform, including:
- strengthening developing country ownership of development;
- more effective and inclusive partnerships for development;
- delivering and accounting for development results.
What has been the Australian government’s response to the AAA?
Australia has signed up to the AAA. The statement of the Australian Government’s delegation made in Accra confirmed an overarching commitment to the AAA reforms, however it highlighted five priority areas of significant importance:
- development effectiveness in situations of conflict;
- transparency and accountability;
- enhanced approaches to partnerships;
- untying aid;
- encouraging new actors to implement the AAA.
What are the key outcomes for NGOs?
Under the AAA, NGOs have been recognised as important players in the process to affect improved aid effectiveness. The AAA emphasises the need to strengthen the engagement of NGOs with donors and partner countries in a complementary fashion and has determined that more effective partnerships should be forged with public sector organisations.
The AAA is also intended to support improvements in aid effectiveness within the NGO sector itself through the application of principles under the Paris Declaration to the sector, improved coordination of NGO-government activities and increased NGO accountability.
