Independent Review of Aid Effectiveness

   
About the review
On 16 November 2010, the Minister for Foreign Affairs Kevin Rudd announced an independent review of aid effectiveness. This is the first review undertaken since 1996. A review website has been set up.

The review is a consultative process, but with very short time frames. It will be completed by April 2011. The panel will consult with key stakeholders and will also accept written submissions, including submissions from the public.

The review will 'examine the effectiveness and efficiency of the Australian aid program and make recommendations to improve its structure and delivery' (Terms of Reference).

Member input into ACFID key messages to the review panel
8 December 2010 — ACFID Executive Committee (ExCom) meeting with several members of the review panel to present ACFID's key recommendations for the review and discuss the review process.

13 December 2010 — closing date for receipt of initial member contributions to the ACFID submission. A call to contribute ideas has gone out to member CEOs.  A timetable of drafts, submission templates and details of planned activities and teleconferences will be provided to members.

2 February 2011Submissions close.

10 February 2011 — the review panel has agreed to an ACFID consultation in Canberra. Details will be provided to members.
 
ACFID objectives
ACFID had called for a strategic framework in the Call to Parties document produced for the 2010 Federal Election, and has welcomed the review announcement.

ACFID objectives for the review are to:
  • make a quality submission to the review featuring NGO expertise and learning on aid effectiveness, relating the definition of effectiveness to the promotion of conditions of sustainable human development in which people are able to enjoy a full range of human rights, fulfil their needs free from poverty, and live in dignity
  • gain clarity, and influence the role of NGOs in the scale-up process and the enabling environment for NGOs
  • facilitate submissions from ACFID members and Code signatories and their partners, and assist them with information about the inquiry
  • publicise the review through ACFID’s networks in developing countries in the region, and encourage developing country voices to be heard
  • ensure that recommendations from the review approved of by ACFID members are implemented by the government.
